Our office represents Alexandria Police Department Sergeant Michael Stroud. It is our understanding that in October or November of 2021, the City of Alexandria referred Alexandria Police Department Sgt. Michael Stroud and then-Alexandria Police Department Officer Candace McCollough to the Louisiana State Police, Criminal Investigations Division, Region 3 for criminal investigation regarding an incident that occurred on or about September 26, 2021, involving a suspect, Madison Papillion. It is also our understanding that this matter has since been closed. Please consider this a formal public records request for a certified copy of the above referenced investigative file pursuant to LSA-R.S. 44:1, et seq. within the delays allowed by law. If this matter is still under active or open investigation, please advise immediately, and produce the initial complaint. If there is any cost associated with this request, please provide me with an invoice in accordance with LSA-R.S. 44:1, et seq. Thank you for your time and attention.
